Truce with continuing terror attacks offered! Israel's going to leap at that one

Islamic Jihad leader Khader Habib said all the major terrorist groups, including Hamas, had agreed to stop firing Kassam rockets at southern Israeli communities on the condition that Israel cease all attacks in Gaza, Judea and Samaria.

It was the first time that all the terror groups and factions in the Palestinian Authority agreed on a common proposal.

Habib said the deal was reached in a meeting with Hamas chairman and Palestinian Authority Prime Minister Ismail Haniyeh. He added that it would only take effect after Israel agrees and actually ends military actions.

The truce would be limited at best, referring only to Kassam rocket attacks. Other forms of terror activity, such as cross-border raids, suicide bombings and kidnappings would continue unabated, said Habib.
Does the Terror League of Palestine really expect Israel to accept this offer? The only point I can think of for this is the expectation that many news agencies will simply report it as a historical truce-offer from all factions.

Update: It appears that this "offer" turned out to be the expected publicity coup.
