Taepodong-2 Missile didn't have its Songun mojo working?

From the BBC:
North Korea has test-fired a number of missiles, one of which was reported to have been the long-range Taepodong-2 which US media said failed in flight.
If this is true, it solves the dilemma over whether the US should fire an anti-missile and risk humiliation in case of a miss. The Korean News site does not seem to have anything about this story. "Rodong Sinmun Calls for Giving Fuller Play to Vitality of Songun Politics," however.

Update: A writer at Daily Kos probably intended this as Bush-bashing, but it raises an interesting point.
